• 摘要：

• 随着新型冠状病毒（新冠病毒）感染疫情防控政策的调整，医疗机构面临新冠病毒感染者迅速增加的压力增大，医疗机构必须有应对新变化的策略。本文就如下七个问题：①医护人员感染新冠病毒或新冠病毒感染的轻症医护人员，是否可以继续上岗工作？②感染新冠病毒治疗费用应由谁承担？③患者住院治疗期间发现新冠病毒感染，医院是否应当承担责任？④医护人员在工作过程中感染新冠病毒是否应认定为工伤？⑤医疗机构有无义务向患者告知存在感染新冠病毒的风险？⑥目前医疗机构存在急诊、发热门诊、重症病房医护力量不足的情况，其他科室的医护人员能否去急诊、发热门诊、重症病房支援工作？⑦医疗机构在发热门诊患者量激增情况下，如何履行救治义务？根据现行法律法规和实时政策，进行了分析解答。

• With the adjustment of novel coronavirus infection prevention and control policy, medical institutions are facing the stress of the rapid increase of infected patients with novel coronavirus, medical institutions must have a normalization policy to deal with this situation. This paper raises the following seven questions: ①Can medical staff continue to work when he is infected by novel coronavirus? ②Who should bear the cost of novel coronavirus treatment? ③If the patient is caught by novel coronavirus during his hospitalization, should the hospital bear the responsibility? ④Should medical staff infected by novel coronavirus in the course of work be considered as work-related injury? ⑤Does the medical institution have the obligation to inform patients who will be at the risk of novel coronavirus infection during their course of hospitalization? ⑥Because medical staff in the emergency, fever clinics or intensive care unit of medical institutions are presently short, should medical staff in other departments go to these departments to support work? ⑦How can medical institutions perform their duty of diagnosis and treatment when the number of patients in fever clinics is soaring? According to the current laws, regulations and policies, the above questions are answered.
